  • Alpha Chapter Risk Management Policy         

                This handbook is the work and collection of information by the members of Alpha Chapter of Alpha Gamma Rho at the University of Illinois. This handbook was approved by the members of Alpha Chapter in 2010 in accordance with policies of the Interfraternity Council, Kolusis, and the National Chapter of Alpha Gamma Rho. This handbook is being put into place to better serve incoming Risk Managers and insure the stability of Alpha Chapter. This handbook is a fluid document and can be amended and improved with the approval of current Executive Board, Advisor, and Risk Manager.

                This handbook is the policy for our Risk Manager and must be followed; failure to follow the established guidelines will result in increase danger to this house and our brotherhood. The handbook contains information, guidelines, and requirements directly from the National Fraternity and the IFC of the University of Illinois. This handbook is based on other handbooks on campus suggested by IFC, but is unique for our chapter.

                The Risk Manager of this house is an integral part to continuing the traditions established in this house. Risk Management’s importance in today’s world can not be underestimated. For this reason every one must be educated and the Risk Manager must be concerned with brothers’ actions. Risk of endangerment to anyone thru actions or words, intentional or unintentional, of a brother at any event that can be associated with Alpha Chapter is the utmost concern to the Risk Manager. Duties associate with the Risk Manager are clearly defined in this handbook but are in no way limited to this handbook. The Risk Manager is responsible for educating and helping all brothers on the relevant issues of alcohol, drug use and abuse, fire safety, sexual harassment, and hazing. These issues though most significant are not the only responsibilities of the Risk Manager and this point must be remembered.

    Risk Management and Awareness Committee

    The house and safety is the responsibility of all members at Alpha Gamma Rho. Elected members and the advisor have much more responsibility and it is the responsibility of the Risk Manager to make sure these individuals understand this principle. To better serve the chapter the organization of committee will be established to approve all risk management plans before, and a review of the policies after all major house functions and the beginning and end of each semester. On this committee there should also be a new member elected by the class. The composition of this committee is not required to be only these people but the committee must have all these actors involved to insure the highest level of safety.

    Risk Manager- He is in charge of the committee, and as part of his duties is to make this committee a functioning part of the house. If this person is not motivated this plan can not work and the brotherhood will be putting itself in a precarious position.

    The Risk Awareness Chair- This will be a new member elected by the new member fall class. This individual will work along side the Risk Manager to help educate the new member class on the risk on a college campus. This individual’s duties will include making sure class members go to mandatory freshman risk classes provided by the University and IFC.

    The Chapter Noble Ruler- The Noble Ruler’s responsibility in risk awareness is imperative. Noble Rulers on election should be completely informed about that responsibility for injury, death, or serious crime can and most likely will fall directly on him. With this responsibility known it is clearly shown why the Noble Ruler should make sure the Risk Manager fulfills the requirements of his position. The Noble Ruler is not in charge of this committee so the Noble Ruler should be pro-active, but in no way take over the Risk Managers job.

    Chapter Advisor(s)- These men as alumni provide insight into the traditions of this house. An Advisor is not mandatory to this committee, but in situations such as change of policy or circumstances where outside advice is needed an advisor should be contacted. Advisors insight on this committee can not be underestimated since the advisor is a liaison between the chapter, university, and alumni.

    Social Chair- This individual who is in charge of the planning and registering of social events must be educated, active, and cooperative with this committee. This person is not just responsible for the planning of events but also the registering of events with IFC and Kolusis. The cooperation of this position and the Risk Manager is imperative.  The Social Chair will not be monitored by the Risk Manager, but failure to follow the rules should result in a meeting of this committee to fully explain what needs to be changed. If both chairs work together instead of in a way that hinders and causes fighting between the two the success of this committee and its objects will best be served.

    M&O Chair- This position on the committee is most responsible in areas of making sure awareness for behavior towards the house and property is respected. The M&O chair also is in charge of making sure the house follows fire, health, and safety regulations. The M&O chair should be involved in any discussion of safety and plans of action with events held in house or on Alpha Gamma Rho’s property.

     

     

    Duties of the Risk Manager

    • Upon election to meet with the former Risk Manager and discuss the objectives and policies of the position. This handbook is a guide, personal insight can help explain and expand.
    • Develop a risk awareness policy with goals and direction that will improve it. Improvement in safety is always possible so goals, policy, and the vision of this position can and should be improved on as much as possible. This goal and any changes should be taken to the new committee members.
    • Education of all members especially new members on standards, ideals, and policy of this house, IFC, and campus.
    • To insure all events and actions of this house reflect the ideals set out in this handbook and by this house.
    • To insure executive committee is educated in risk awareness especially social chair and Noble Ruler.
    • To educate the new members and establish a tradition of risk awareness and prevention on the part of the men of Alpha Gamma Rho.
    • To report immediately to Noble Ruler any occurrences, which might give rise to a claim against the chapter, its alumni association, or the National Fraternity. If unable to find or contact the Noble Ruler, contact and find as many Executive Board members. In the result of extreme circumstances occurrences should be reported to one of the Alumni.

     

    The process of risk management is never ending. It is the idea of this handbook to make the position of risk manager a position that is constantly looking to improve the house. This position will put the house at risk as soon as individuals stop recognizing and minimizing the risk. It is imperative for this person, no matter age or time in house to be vocal and informative on the aspects of risk management. With this reasoning in mind upon election the new Risk Manager will create a plan for the next semester to increase risk awareness and suggest any changes needed that he feels will improve the position and reduce risk within the fraternity. This communication should be shared with the incoming and outgoing Executive Board, outgoing Risk Manager, and Alumni Advisors.

     

     

     

    Guidelines for House Social Event Safety

    These are guidelines set by the IFC, these procedures must be followed before and during ALL social events. These guidelines are only for outside events and at this time Alpha Gamma Rho Alpha Chapter does not allow events inside the house. In the event this changes the current Risk Manager will submit an equivalent to this plan for the inside event.

    Event Registration- Social Events must be registered 1 week before the day of the event. It has been the tradition of Alpha to have the Social Chair handle this procedure. If it is decided that the Risk Manager should be in charge of registration this handbook should be edited to reflect this change.

    Posted Signs- These signs should be listed next to the entrance and around house for events. All signs should be posted together and fully visible. These signs are attached at the end of this handbook. This does not mean the Risk Manager should depend solely on this handbook since rules and laws regarding this can change. Questions should be directed toward current IFC Risk Manager. 

    1.      Illinois law prohibits the consumption of alcoholic beverages by persons under the age of 21

    2.      Night Rides 265-Ride (265-7433)  Police & Fire 911

    3.      All Alcohol is BYOB. If you did not bring alcohol, you can not drink it.

    4.      Fraternity reserves the right to deny admittance to anyone even if they are on the guest list

    5.      Fraternity reserves the right to ask anyone to leave

    6.      All guests choosing to attend an event assume responsibility for their action at the event.

     

    Security/ID- Two members will work admission to any function on the property of the Alpha Gamma Rho Fraternity. A third member will be in charge of the code door and two members in charge of taking tickets and checking wristbands for alcohol. It is important for these members to check for wristbands and to hand out one beer at a time in accordance with IFC policy. These individuals will be replaced every half-hour to hour, as established by the Risk Manager.

    It has also been established for house events to hire security guards to insure IDs are checked, along with keeping the crowd under control.

    Wristbands will be given only to those of drinking age.

    The Noble Ruler, Risk Manager, M&O Chair, and Social Chair along with two (2) other members will be responsible for monitoring the event. These two individuals would be preferably from the Executive Board, but can be nominated or selected as the President sees fit. These individuals will not be able to consume any alcohol prior to or during the event.

    All social events are by invitation only; all guests shall be admitted unless security, members working door, or individuals listed above see them as unfit to be admitted.

    All entrances should be locked with only the six members responsible for monitoring knowing the code door code. This will prevent any damage to the interior of the house, and since everything needed is provided outside there is no reason for members or nonmembers to be within the house until the party is over. If a member is too intoxicated to be at the party and needs admission one of the committee should take them inside and make sure they are safe.


    The fraternity specifically monitors, with the assistant of security guards, reserve the right to remove any person from social event for any reason, specifically but not limited to:

    • Lack of proper identification
    • They are in poor standing with the fraternity
    • They are causing an unsafe environment
    • They are intoxicated or under the influence of any other drug

    Kolusis Monitors- Kolusis Monitors with IFC will be allowed automatic entrance into event. One member working the door will stay with the monitors while a second goes to get the Risk Management Team. One of the Risk Management Team will then escort the Kolusis Monitors through the event. After Monitors check the 3 members of the Risk Management Team will sign and receive a copy of the monitors report. This report should be kept and used to improve future events on house property.

    Hard Alcohol and Kegs- There is to be no alcohol at an event besides closed cans of beer. Kegs are not allowed on fraternity grounds as part of the University of Illinois rules. Along with this, IFC does not allow open cups of alcohol at events. These should be taken very seriously and anyone seen with open cups should be asked to empty the container and throw the cup away. Anyone refusing or seen as a problem with this should be immediately kicked out of the event.

    Non-alcoholic options- Food must be provided at all events. It is also required that non-alcoholic beverages can be served upon request.

     

    Social Events off of House Property

    Events off house property include date functions and exchanges with sororities in the immediate area of Champaign-Urbana. These events in agreement with IFC must have three sober brothers. The current policy of Alpha Chapter is to have two brothers volunteer for the position along with the mandatory Executive Board member. These brothers are compensated for performing this duty as seen fit by the chapter. It is preferred that Risk Manager takes his turn in this position and volunteers to be sober at some events. If two sober brothers are unable to be found it is required that the Risk Manager step in.

    These individuals will arrive and leave separate of the group. If the event is off campus one of these brothers will be the last to leave and make sure all members have left the location.

    These brothers have the right to ask any member to leave at anytime if they deem the actions of the brother to be detrimental to the house’s reputation on campus in any way. Also if a member appears to be putting himself or any others in danger he will be asked to leave with a sober brother taking him back to the house.

    House funds will never be used to purchase alcohol. Third-party vendors can be paid for rental of the location.

    Barn Dance- The tradition at this house associated with barn dance is to have it at a member’s house. This member and family take no responsibility for the actions of the members of this house. Because of the distance usually associated with this event sober brothers will ride the bus with all other members and will be responsible for the well being of the bus and the members.
